We are all aware of the danger of using mobile phones when driving but are there laws to make drivers restrain their dogs?

My daughter goes to Instow Primary School which is at the top of a hill with narrow lanes leading to and from it.  The school has set up a voluntary one-way system to help traffic flow at school-run time and organises a walking bus to keep children safe walking up the hill.

Recently I was horrified to see children, parents and toddlers being edged into the banks at the side of the road on the way to school as a tractor with a hay fork wobbled past.  Even more scary was that the driver had two dogs in the cab with him, not sitting quietly looking out of the window but jumping all over him and barking frantically.

I was pretty scared ... and I'm sure I wasn't the only one!
