Eavesdropper in the pub - What Happens if You Close Down a Rowdy Pub?

I heard talk on the streets of Bideford that residents are calling for a pub to be closed down because they don't like walking past daytime drinkers and smokers on the pavement.
Are these boozers really doing any harm? Have you had a bad experience with leering drunks?
I think I know the pub they mean, at the bottom of Bideford High Street. There are usually one or two wobbly ciderheads outside on the pavement but the worst I've encountered is a cheery beery "nice day for it" or "cheer up, it might never happen".
If you shut the pub down the drinkers will just go somewhere else.
What do these people hope to achieve?

This could well be the biggest scandal Bideford has seen in a long time.... Yes folks it's looking pretty hot here, the article I wrote recently was "pulled" from the site, maybe I was a bit too close to the truth.

ReportI was all for banning smoking in pubs but it has had the effect of forcing the smokers to stand outside on the pavement with pint in hand, which isn't ideal. Perhaps pubs should be required to provide smokers' shelters out of public view.
