Councillor Cann Can't

It's walk to school week this week and Instow Primary school walked their pets up to school. Lots of people with lots of dogs, an interesting combination at the best of times.
We were "honoured" this morning with the presence of Councillor Rodney Cann, who was joining in the fun with his two little rats, oh sorry I mean dogs.
Well councillor Cann, I really wish you had stayed at home. Not only did you show the children what being an irresponsible dog owner was all about, but you confirmed to me why I did not vote for you in the recent elections.
Any moron would know that if you take one dog out, let alone two, there is going to be an incident where doggy is going to leave his doggy do -do's. All the other parents had a bag for such an occasion - NOT Councillor Cann, oh no!
Little dog did do do's and Councillor Cann made a remark about leaving the bag in the car, (shame he didn't leave the dogs in the car!) He said he would pick up do do's on the way back down the hill. This was obviously not a councillors priority as do do's were still on hill (well trodden in) at 9.10am when I returned down the hill.
This was a prime example of lack of planning and responsibility - just what we have learned to expect from our local councillors

Dog walkers should be aware that failure to clear up their dog’s faeces can result in an on the spot fine or attract a prosecution resulting in a fine of up to £1000. We are particularly keen to receive details from the public of any offenders (such as type of dog, description of owner, vehicle registration, address, regular walking time and location etc.) and armed with such information we can hopefully catch some of these thoughtless individuals.
Devon County Council - Do your job. You have the evidence, or will it be time to get the excuse book out?

ReportI think local councils can fine dog owners for allowing their dogs to foul public areas. There's a sign down near the Tarka Trail which says the council can DNA test dog poop to identify the culprits! Sounds like a wind up to me, I'm sure it's possible but why would they bother?
