speed camera cover up

Can anybody enlighten me as to why there is a bright orange cover with the words "not in use" on the speed camera at the bottom Raleigh Hill in Bideford?
Many of the camera points in and around Barnstaple and Bideford do not actually have cameras inside them, but they do not have bright orange waterproof covers on them!
I think it would be a much better idea to leave the camera uncovered, at least then it leaves drivers with doubt as to whether the camera is "in" and speed limits are far more likely to be kept to.

Do people in authority actually have sensitive nerves? What is the problem with having a 'not in use' cover. These devices grew under Brown as another stealth tax. Sharing the rake off with Local Authorities.
When Brown wanted all the rake off, some Local Authorities have been removing them. Drivers do not start speeding because there is not a device to stop them.
