Representatives from funding partners Torridge District Council, Devon County Council and Bideford Town Council were there with Rob Braddick to see the project completed on time.
The street has been resurfaced with York stone to match recent works carried out on the adjacent Jubilee Square.
Officially opening the new-look Cooper Street, Bideford town Mayor and Torridge District Councillor Simon Inch said, 'It's good to see the town council working with the district and county councils, as well as private individuals, for the general benefit of the town that we all hold dear in our hearts.'
